New Director of Student Services

Cassandra Ohinsky

Central Bucks School District is pleased to welcome Cassandra Oshinsky as the district's new director of student services following school board approval at the Sept. 24 business meeting. Oshinsky currently serves as CBSD's supervisor of Multi-Tiered Systems of Support (MTSS), federal programs, data, and assessment, and previously served as coordinator of student services for MTSS at Centennial School District.

In her previous role, which she held since August 2024, Oshinsky led Central Bucks' MTSS framework and supports building-level teams and intervention processes related to academics, behavior, social-emotional learning, and attendance. She also served as the district's Positive Behavioral Interventions and Supports (PBIS) coach, coordinates federal funding through Title I, II, III, and IV programs, and oversees district and state assessment administration.

At Centennial, Oshinsky developed and led a districtwide MTSS framework and supported interventions in academics, behavior, social-emotional learning, and attendance. She also led professional learning for administrators and teachers focused on intervention, data analysis, and MTSS. Oshinsky previously served for four years as principal of Excel Academy South and began her career as an English teacher.

"Cassie has already demonstrated her ability to lead important work that directly supports the academic, behavioral, and social-emotional needs of students across Central Bucks," Superintendent Dr. Joanna Wexler said. "Her knowledge of our schools, experience developing systems of support, and ability to work collaboratively with staff and administrators will be valuable as we continue strengthening how we serve students and families throughout the district."

"I am honored and excited to continue serving Central Bucks School District in this new role," Oshinsky said. "I look forward to collaboratively building on the exceptional work already underway and advancing systems that promote student well-being and success across our district."

In her new role, Oshinsky would oversee a broad range of programs and services supporting students' academic, behavioral, social-emotional, and physical well-being. Her responsibilities would include districtwide leadership of counseling and mental health supports, behavioral intervention programs, attendance supports, Section 504 services, school health and nursing services, and services for students experiencing homelessness or requiring homebound instruction.

Oshinsky would also oversee professional development for school counselors, psychologists, social workers, and school health professionals; serve as the district's Title IX coordinator for student-on-student harassment and discrimination matters; and work with district safety leadership on crisis intervention and threat and risk assessment procedures.

Oshinsky earned a master's degree in educational leadership from Holy Family University and a bachelor's degree in secondary education and English from Bowling Green State University. She holds Pennsylvania PK-12 principal, English 7-12, and English Language Learner program specialist certifications.

Oshinsky is anticipated to join the district's leadership team by mid-to-late October.

Strengthening Student Services in CBSD

The redesigned director of student services position is part of a strategic restructuring of the district's Student Services Department following an independent evaluation conducted in the spring of 2026 by the University of Minnesota's Center for Applied Research and Educational Improvement (CAREI). The evaluation identified opportunities to enhance coordination, clarify responsibilities, and strengthen supports for students and families.

Under the new structure, responsibilities previously housed under one director will be divided between two leadership positions: the director of specialized educational services and the director of student services. The director of student services will lead the district's broader system of student supports, while the director of specialized educational services will focus specifically on special education and gifted support. The two directors will work collaboratively across areas that intersect in serving students and families.
